KEN MCPHAIL
SENIOR CONSULTANT
Mr. Ken McPhail joined RC International Trade Consultants (RCITC) in 2015. He is a seasoned professional with a diverse background in international trade with significant experience in the administration of the Canadian trade remedy laws.
Ken has over 35 years’ experience with the Canada Border Services Agency (CBSA). His varied positions within the CBSA enabled him to gain extensive knowledge of Customs regulations and operations and considerable expertise with the Special Import Measures Act (SIMA) and Regulations, the WTO Agreements including the Agreement on Subsidies and Countervailing Measures (SCM) and the Canada Customs Act and Customs Tariff.
During his career with the CBSA, Ken was a Senior Investigator with the Anti-dumping and Countervailing Program (ADCVP) for more than 20 years, including a four-year posting to Tokyo, Japan as a Customs Attaché. Ken was lead investigator on numerous anti-dumping and countervailing investigations in Asia, Europe and North and South America.
In his last assignment in CBSA, Ken managed the development and revision of all policy related to the CBSA’s administration of the Canadian anti-dumping and countervailing legislation in effect today.
He was also responsible for liaison with the Department of Finance and the Department of Foreign Affairs and Trade on issues relating to the WTO Agreements on Anti-dumping and on the Subsidies and Countervailing Duties and dispute settlement.
Ken has considerable experience in dealing with Canadian and foreign industries and foreign governments. His expertise in trade matters is well recognized and respected by many Canadian public and private sector practitioners in the international trade community today.
