ROBERT SEGUIN

Robert Séguin joined RC International Trade Consultants (RCITC) in 2011. He is a seasoned professional with a diverse background in international trade with significant experience in the administration of the Canadian trade remedy law.

Robert has over 33 years’ experience with the Canada Border Services Agency (CBSA). His experience in CBSA covered a broad range of Customs programs, including 15 years as Director of Policy and Legislation for the Anti-dumping and Countervailing Program (ADCVP).

During his time in ADCVP, Robert was responsible for the development of the administrative policy framework currently in place for the delivery of the Special Import Measures Act (SIMA).

He is acknowledged as an expert in the interpretation of provisions of SIMA and SIMA Regulations, the General Agreement on Tariffs and Trade (GATT), the Agreement on Subsidies and Countervailing Measures (SCM) and the North American Free Trade Agreement (NAFTA).

Since joining RCITC, Robert has been actively involved as lead consultant in many anti-dumping and countervailing proceedings representing foreign exporters, foreign governments and importers in the CBSA dumping and subsidy investigations, particularly those involving products from Asia.
