Mr. Roger Lyons joined RC International Trade Consultants (RCITC) in 2010. He is a seasoned professional with a diverse background in international trade and significant experience in the administration of the Canadian trade remedy law, in financial accounting, cost accounting and auditing (Registered Industrial Accounting Program).

Roger has over 34 years’ experience in the Canada Border Services Agency (CBSA). His varied positions within the CBSA enabled him to gain extensive knowledge of Customs regulations and operations and considerable expertise with the Special Import Measures Act (SIMA) and Regulations, the WTO Agreements including the Agreement on Subsidies and Countervailing Measures (SCM) and the Canada Customs Act and Customs Tariff.

During his career with the CBSA, Roger was a Senior Investigator with the Anti-dumping and Countervailing Program (ADCVP) for more than 20 years, including a three-year posting to Brussels Belgium as a Customs Attaché. Roger was lead investigator on numerous anti-dumping and countervailing investigations in Asia, Europe and North and South America.

Since joining RCITC, Roger has been actively involved as lead consultant in many anti-dumping and countervailing proceedings representing foreign exporters, foreign governments and importers in the CBSA dumping and subsidy investigations, particularly those involving products from Asia. His expertise in trade matters is recognized and respected by many of the international trade consultants in practice today.

Roger has a working knowledge of French.
